Perryman, a former U.S.
Immigration and Naturalization
Service employee who started
as a border patrol agent in
1969 and reached the position
of agency director for the
Chicago district before
retiring in 2003.Both experts
declared the ordinance,
proposed by Trustees Paul
Humpher and Judy Sigwalt, as a
'bad policy, bad law, and
